9917 Fairfax Boulevard

Summary

9917 Fairfax Boulevard (Tax Map 48-3-13-001), the former site of Esposito's restaurant, was the subject of a redevelopment application by Olympus Pines, LLC for a Tommy's Car Wash facility. The applicant submitted a formal application in August 2023; the City Council held a work session in January 2024; and the Board of Architectural Review recommended approval on April 17, 2024. Final plans were submitted in November 2024. On December 10, 2024 — the last meeting of the sitting City Council — a public hearing was held and all three required land-use approvals were granted 4-2, with Councilmembers Lim and Stehle opposed: (1) a Special Use Permit for vehicle service (car wash) in the CR Commercial Retail Zone District; (2) Resolution R-24-40 approving three special exceptions (exterior vacuum stations, fence in the TY3 transitional yard along the southern and western property lines, and modified street tree requirements); and (3) a Major Certificate of Appropriateness. The project was flagged at the November 25, 2024 Planning Commission meeting by Planning Division Chief Paul Nabti as an upcoming Council item; because it required only a Special Use Permit and related approvals, it did not come before the Planning Commission for a full review.
