Green Building Policy

in progress

Summary

The Green Building Policy is a city initiative covering both public and private sector construction and major renovations, aimed at reducing greenhouse gas emissions, improving energy efficiency, promoting renewable energy, and reducing long-term building operating costs. Development began in 2020 when City Council directed staff to develop the policy; staff spent multiple years conducting research, working with consultants (including George Mason University and a U.S. Green Building Council Green Building Policy Accelerator cohort), engaging stakeholders, and aligning the policy with the Virginia High Performance Building Act and regional standards. A stakeholder committee was formed in 2023, and the policy went through multiple draft iterations and work sessions with the Planning Commission (including a presentation on October 28, 2024) and City Council (work sessions in July 2024 and September 2024). At a February 17, 2026 work session, Council reached consensus that the policy struck the right balance between ambition and feasibility, directed staff to proceed with adoption contingent on a dedicated staffing position, and directed staff to research green building incentives. On June 23, 2026, a public hearing was held before City Council on adoption of the policy, with staff (Sustainability Program Manager Stephanie Kupka) recommending Council pass a resolution to adopt it. Under the proposed policy, public green building standards would take effect immediately upon adoption; private sector standards β€” requiring silver-level LEED or EarthCraft certification plus key sustainability and resilience credits for buildings seeking discretionary approvals β€” would launch in July 2027 following pre-launch preparation. Incentives (including a tax abatement studied as the most attractive to developers) were deferred from this iteration due to equity and fiscal concerns, with further analysis scheduled for FY31 and a full policy review and update to be presented to Council in FY32.

Open questions & options on the table

  • Whether Council passed the resolution to adopt the Green Building Policy at or following the June 23, 2026 public hearing (no vote outcome is recorded in the available material).
  • Whether the FY27 budget funded the dedicated Energy Programs Manager position required as a condition of adoption (hiring/onboarding anticipated for fall 2026).
  • Which specific green building incentive measures, if any, will be recommended following the FY31 analysis and research.
  • Whether the revised Green Building Policy presented to Council in FY32 will include incentive measures, pending Council direction at that time.
