• 7aPublic Hearing – Rise and Shine Preschool Special Use Permit Amendment (10185 Main Street / Fairfax Christian Church)

  Outcome: Council unanimously approved the SUP amendment allowing Rise and Shine Preschool to expand its childcare operation from 35 to 89 children as an accessory use to Fairfax Christian Church, subject to four conditions.

  Outcome: Public hearing held; no Council action taken. Public speakers addressed police compensation, the proposed real estate tax rate increase, the Green Building Policy, and funding for a full-time Climate and Energy Manager position.

• 9aConsideration of Maximum Real Estate Tax Rate for FY2027 to be Advertised

  Outcome: Approved 4-3 to advertise a proposed maximum real estate tax rate of $1.095 per $100 of assessed value for FY2027. Councilmembers Hall, McQuillen, and Peterson opposed. This action does not set the final FY2027 tax rate.

• 11aWork Session – Beacon Landing Tax Grant Request

  Outcome: Discussion held; no Council action taken. Staff presented the history of Wesley/Lamb's tax grant request for the Beacon Landing affordable housing development (54 supportive housing units). Project closed on financing in September 2025, broke ground in November 2025, and is anticipated for completion in December 2026.

• 11bWork Session – Draft Small Area Plan Zoning Ordinance Amendments

  Outcome: Discussion held; no Council action taken. Staff continued the discussion from the February 17, 2026 work session, covering zoning structure, dimensional standards, community benefits, frontages, open space, circulation and parking, and tree conservation and landscaping.

• 11cWork Session – Meals Tax

  Outcome: Discussion held; no Council action taken. Staff presented a comparison of Fairfax's meals tax rate with surrounding jurisdictions and historical revenue data.

• 11dWork Session – General Fund Questions and Discussion

  Outcome: Discussion held; no Council action taken. Budget Director presented graphs on city expenses versus assessment growth and outlined upcoming budget meeting schedule through Council adoption on May 5, 2026.
