At the September 9, 2024 Planning Commission meeting, Ms. Lockhart made the motion to recommend City Council approve the GDP amendment for the ABTB Mid-Atlantic project at 10120 and 10140-10160 Fairfax Boulevard.

Planning Commissioner Lockhart made the motion on September 9, 2024 to recommend City Council approve the GDP amendment for ABTB Mid-Atlantic, LLC, which passed 7-0.

At the February 9, 2026 Planning Commission meeting, Lockhart explained why the resolution was not more explicit about remaining school projects beyond Katherine Johnson, noting the smaller projects did not rise to the level of major capital items. Lockhart expressed comfort leaving Katherine Johnson named explicitly but suggested the commission could address remaining school projects under the theme of keeping schools safe and updated as a quality-of-life factor.
